What are the bands some football players wear around their arms at the elbow?

What is the purpose of the rubber-band looking things that some football players wear around their arms near the elbow? Is that to improve circulation or something? Please let me know, thanks.

    The arm where the arm where the plays are kept middle linebackers usually have to get the sidelines and look at what the arm where the signal from the arm where.
